Hm. I'm not sure what "non-penetration" means, but my best guess would be that they're just trying to emphasize "closed-end" (that is, the onahole isn't penetrated straight through).
ToysHeart is pretty well known and they make some good products, so I'm somewhat surprised that you were disappointed by it (especially at that price, damn). That being said, I'm not sure that all of ToysHeart's products are top-notch; this one in particular is rated three stars on NLS, and I've never seen a review of it, which makes me think it might not be that great.

It's hard to use an onahole incorrectly; you just stick your dong in and move it up and down with your hand like you're fapping (you can do other things too, like strap it to a dakimakura, but that's more involved).
